The Prime Minister called for calm in an address on national television, telling people to be "thankful" that no-one had been killed in the riots, adding "they must be thanked for their decency." "But I also want to say to those who did commit violent crime, the time for moral equivalence is over. The rule of law is being stretched to breaking point. "The time for ordinary decent people to be shouted at and vilified by thugs is over." The prime minister's statement came after he had earlier told the nation's leaders: "As a result of our determination to rebuild this country and restore order and justice to every community, I intend to set out a comprehensive policing and crime strategy in the next few weeks." He also revealed that the government is to launch a "comprehensive review" into how the justice system operates and will be setting out ways in which to improve "so that they are fair to all, but especially effective for the victims of crime." He also called on the media "to show restraint" and to exercise "balance and dignity." Inevitably it was his colleague Home Secretary John Reid who took charge in this crisis. In response to Wednesday's disturbances, in which rioters began fires and overturned cars in a series of areas across the capital, he had asked the emergency services to remain vigilant and to "do everything possible to keep people safe." He told the Commons that the police had begun dispersing a small number of young rioters on Thursday morning, but that he had been in constant contact with the Prime Minister and he would be working round the clock to co-ordinate the Government response to the riots. He told MPs there had been "no loss of life" in the disturbances, but that there had been 18 arrests, and he would be briefing the Commons on
